Ok lets say the Batman is going to take a 1 year leave from the JLA..And the for some reason the JLA are made or forced to take on, a new member they know not one thing about? ..but only that he is a brit and have no super powers...

Bond could definitely take this ....based on the established parameters of the thread. It specifies that his targets are going to be the Riddler, the Joker, Penguin and HQ.
Now, Bond with the Bat's gadgets can definitely bring them down, and the thing with Bond is that it will be permanent. No taking them to Arkham or any of that nonsense (goodness .....Batman has so much potential for pure unabated evil, but he keeps doing stupid things like taking the criminals to Arkham or Black Gate, knowing very well they will be coming out. Now, I know his character is against killing, but if Bruce was a real person he would DEFINITELY need psychological counselling since the guy is definitely a masochist. He loves to suffer, and thus he creates scenarios that will inevitably lead to him having to work harder and, sooner or later, suffer like in the case of Jason).
Anyways ....Bond would pull this.
Caveat: There is only one exception .....the James Bond 'Batman' would have to remain in Gotham, and he would have to concentrate solely on characters like Penguin et al.
If he decides to take on some of the JLA's bigger foes then he will definitely go down and go down hard!
Why?
Well, because Batman is written in such a way that his feats are simply out of his league (again, the whole Batman as a 'peak human' thing is rather hilarious. Many of his feats are definitely metahuman. A quick check at any of the various Batman respect threads scattered around the web can quickly confirm this. It is almost as if his writers have been having an inside joke with the whole 'peak human' thing for the last 3 decades, and with every passing year his 'peak humanity' gets more meta).
Anyways ....a comicbook James Bond would be more along the lines of a Nick Fury (a more appropos example would be the Batman/Nick Fury combination that was in the Amalgam comics ....which would mesh together DC and Marvel characters into one character).
Another analogue would be a Punisher type of person ....only with more charm (due to Bond's innate suave nature), more polished, and with more panache!
Such a character, although able to take on characters like Penguin, the Riddler, and even the Joker, would simply not be able to take on JLA level threats in the way Batman is able to.
For instance take the Obsidian Age saga .....Batman had basically made plans that stemmed over a thousand years.
Batman is basically one of very few 'humans' who can be able to fit seamlessly into the JLA (the only other 'human' that I can think of who can do the same is the Black Panther. He is basically Batman with darker skin and no cape, and without young boys jumping about all around him). No one else comes to mind as a viable Batman replacement (some like Cap America, De
Bats would get back from his vacation to discover Gotham's once bountiful menagerie of colorful psychopaths teetering on the brink of extinction. Organized crime would be largely done in as well, thanks to the broad use of surveillance and espionage to provide excellent tips to Gotham's handful of honest cops/DAs/judges and blackmail & extortion to keep the corrupt ones from obstructing justice.
After a few weeks of random mugger beatings, Bruce wonders at his own boredom.

Bond could definately bring down Gotham's criminal underworld. However, he couldn't replace Batman in the JLA. While incredibly intelligent, he is no Batman in that department. Bond is more of a general know it all type of guy. He isn't an inventor as Q usually tends to that sort of thing. Bond would be useless in the JLA, but would ruin Gotham's criminals. The only ones I see giving him trouble would be Joker, Deathstroke, Ra's, and Bane. Luthor, meh, Bond has been there and done that.
And it isn't like Batman's Rogue's Gallery has so much on Bond's. Batman may have the best villain collection in comic books but Bond's Rogue's Gallery could easily compete. Brute strength, wealth, genius-level intelligence, etc. are all characteristics of his villains.
Before killing the females in Gotham he'd surely bed them first. That's just the routine when it comes to 007. All this while routinely going to the most expensive hotels, casinos, and fine dining restaurants that Gotham City has to offer.
Batman has too many rules; no killing, mostly coming out at night, etc. None of that applies to Bond. Batman is better in almost every aspect such as H2H ability, intelligence, has more toys, alot more wealth than MI6, stealth, etc. but all of this negated when you throw in the fact that Bond uses firearms and is willing to kill. Besides, Bond isn't too shabby and(or) is an expert in those areas.
