I don't know about being the best animated show ever, but this may well be the greatest thing in the history of anything:

But I love all the old animations in general, when they were light on dialogue , heavy on visual spectacle, and told a complete story in ten minutes or less.

Not to mention having one of the most badass openings among cartoons.
I don't know enough cartoons to know what is 'the best', but personally, I grew up with the '90s Spider-Man animated series, The Powerpuff Girls, and there was also this tween drama series called "As Told By Ginger", which I loved a lot.
