I wonder why the Dinobots were never made to form a gestalt like the Constructicons. The Dinobots win this. When the Const. form into Devastator...there will be problems...but, I think the Dinobots still take the majority.
The Dinobots are dumb @ss robots with very low intelligence if I remember right. The Constructicons work better as a team so I go with them. But I have not read the comics or watched the original cartoons since I was a kid back in the 80's.

The Dino Bots were already bigger than your average Transformers. They clashed with the constructicons and didn't do bad at all. Devastor was big and clumsy. I give the Dino bots this one due to raw power.
i think it's a 50 50 split none of the regular decepticons could do anything to the dinobots and the same could be said about the autobots and devastator (except Prime ofcourse)

As always in the Decepticon ranks, their gestalts often suffer from infighting which is costly in the battlefield...
The Constructicons and Combaticons are prime examples...
besides, Devastator is in the same league as the Dinobots in the intelligence department...
Despite the low IQ, each Dinobot, maybe aside from Swoop, are legit powerhouses. And most of the time, the arrival of the Dinobots in the battlefield is usually enough to make the Decepticons collectively say, "oh sh*t!!" and make Megatron crap in his pants...
the constructicons have absolutely 0% chance of winning, unless they merge into Devastator...
extremely powerful in both robot and dinosaur modes, and with way more options, i give the Dinobots 6.5/10 against Devastator...
i think devastator incapacitated all the dinobots (except for snarl) in the movie, though he himself was incapacitated in the same battle.....dinobots 5.5/10.
that would be a real rumble though.

Dinobots were dominating the constructicons in the cartoon, until they merged into Devastator. The few times they've fought, it's been a rough draw between the merged constructicons and the dinobots
Comic dinobots I give the slight edge, as the comic ones were particularly crafty.

^false. Have you never watched the cartoon movie? Devastator was finished for the duration of the battle at autobot city after one bull rush from slag. This is by no means spite. It is evenly split.
