So Mr. Miracle was cruising around, speaking in hyperbole to himself, right?
In the arc that scan is from, Mr. Miracle was supposed to be transformed into a full-fledged New God.... But seeing what the New Gods were doing with their power, is what made him not want to be one of them... ["creating twisted Universes", is part of the power abuse Mr Miracle witnessed].
So call it what you will, but hyperbole just doesn't cut it imo..

And P.S. creating universes isn't impossible as long as you have a sufficient energy source. As most of the New Gods tech is linked into what basically consitutes as Gods its not so hard to believe them creating Pocket universes. I bet universal creation is assigned as a school project on New Genesis.
Exhausted, seeking escape from the manifestation of Death the Black Racer, Lightray, in a final desperate attempt, creates a "giant, new sun" in a desperate attempt to stop his implacable foe.
Does it exhaust him? Sure does, though it must be noted that he was ALREADY tired even BEFORE he began the undertaking.
Has even a Herald level being ever done such a thing?
Driven insane by Darkseid and Orion's tainting of the Source, Lightray believes himself to be the one TRUE god, and as such launches a deadly Pogrom upon the lesser gods, those who dwell on the Surface of New Genesis.
Orion seeks to stop his rampage, and the above is the result of at least the first part of their encounter.
Lightray makes a good accounting of himself, and then drops a piece of the Celestial City itself upon him.
Orion actually recovers almost instantly from the attack in the next page, then goes on to defeat Lightray, but the showing is an impressive one nevertheless.
Lightray circles the planet Apokalips hundreds of times in minutes, creating a net of sensitized photons all over the surface of the planet that alert him to any and all intruders.
When Metron's technology snuffs some of those photons out, to discover what is wrong Lightray creates "Light enough to fire a star!".
When Orion is held prisoner by Arnicus Wolfram and his men (using Apokaliptan Technology) and his life force is drained, his good pal Lightray comes to give him aide.
When Orion finally decides that he WANTS to escape, he creates a massive influx of Bio Energy that was too much for machines that could "power metropolis" with little problem.
Lightray absorbs that energy discharge, and returns it to his friend's captures, proving that he is quite deadly and quite badass, I think.
Here we have him stunning Highfather with a single blast, although it has to be mentioned that when they later confront each other, Highfather defeats him with but a casual wave of the hand.
Once again from the "insane" era, Lightray's Pogram against the innocent, "inferior" primitives of New Genesis continues. Despite their amazing elemental powers, Lightray proves capable of casually handling multiple of them.
Once more during the "Insane" days of the Pollack run, he waves a deadly war upon the primitives. Here he casually destroys, or at least blasts away, a pretty large mountain.
Just to make sure you all realize that he is not just some idiotic bruiser, I’ve taken the liberty of including one of many instances which prove his greatest asset to be his mind.
Here, where Orion would destroy a robotic nemesis, Lightray instead chooses to reprogram it, send it to it’s fellows once more, and cause it to self destruct, destroying its brethren in it’s death throes.
Highfather states that Yuga Khan "launched himself past all barriers of reality -- straining to reach a world where he might learn the secret of the source."
