Now that I can view those 2 scans, I must say, that is a pretty awesome feat , especially due to that he instantly hit 3 guys right in the head as you said.
The wiki article doesn't mean her having anything to do with Deadshot though (but it does mention her ties with Deathstroke, interestingly enough). Meh...
Nonetheless, she is an interesting character, and I recognize her as one of the Teen Titans antagonists (just forgot her name until now ).
apparently deadshot has a knack for underminng heroes and gaining the people's support(even though he's a maniac).here he is gaining the trust of "the triangle" in deadshot #3(2005).who needs green arrow anyway?
But yeah. Like you said, who needs him anyway? I guess Deadshot tends to undermine heroes and gain people's support by mis-leading them or something. Still a cool tactic on his part though.
