Some villains need not be on there, We only really need the GG, GG II, Demogoblin, Hobgoblin and Jack O' Lantern, some villains like White Rabbit are pathetic and really should not be on the list at all.
All I did was list all of the Goblins. They were all Spider-Man enemies. I listed all of the Vultures as well, and most of the Symbiotes that are acclaimed Spidey foes.

WHAT?!?! Dude, nobody has outsmarted, outclassed, and overpowered Spidey as much as Dr. Octopus. The dude has the brilliance of the world's greatest minds, has the speed and capabilities Spider-Man has, and is much stronger.
Let's see what he's done:
-Gave Peter his first full blown no strings attached loss, and broke his confidence as well as his bones.
-Founded the Sinister Six, the most dangerous team Spider-Man has ever fought.
-Left Spider-Man for dead 1,000 leagues underwater, carrying away the only thing that could save Aunt May.
-Killed a large amount of security guards, and strung them up by fake mechanical arms just to get Spidey's attention.
-Almost killed Spider-Man numerous times.
-Took control of 60% of Marvel's supervillains, and sicked them all on Spider-Man.
-Set a fire in a building, and trapped Betty Brant inside, knowing that there was a connection between Betty and Peter, and Peter and Spider-Man. Peter risked his very life, and then some, to get her out, and even then had to fight Doc Ock shortly after, and almost died in combat.
Marrying Aunt May wasn't to be a threat to Spider-Man though, so it doesn't count.
And there's a fine line between opinion and similarity of fact. Wile he may not like Doc Ock, the fact that he's done more than Mac Gargan Venom and only recieves a 5 shocks me. An 8, yeah. A 7, possibly. A 5? No.
And you think he's being fair by giving Venom(Brock) a -3 on the threat scale?
