Well Frank has beaten Doombots, The Reavers and did well against Ulik. Hell if the worse comes to worse he might just decide to blow himself up, but that depends on how amny civilians are around.
Enhanced speed, durability, strength, and heat vision. I doubt his powers were on the same level as someone like Superman, or even Donna Troy, but he was strong enough to shrug off a blow from Steel. And he could handle Natasha, who had fought Steel a few issues earlier.
Well Steel isnt superhuman and doesnt have ethe fighting skills that Punisher has, furthermore Frank has the Satans Claw whcih he used to beat the crap out of the Rhino.
Yeah, but he was never interested in giving himself super-powers, up until 52, was he? Of course, it’s not going to be his first choice. He could just go with one of his war-suits. But that would make things too easy. Up until that Superman/Batman arc, Luthor didn’t like getting his hands dirty.

Satans Claw would help. That was Superman before he got upgraded so maybe he could try nuking him.....im stretching if Castle had more information I think he could do it but I cant see him winning this.

Also, Lex has forcefields and teleportation built into that suit. That's just the basics compared to all the weapons and enhancements built into it.
Frank would have as much of a slim chance to defeat Luthor as he would have to defeat Doom.
