Under these stips, Shatterstar would win. Hes probably the better swordsman and has learned techniques that shouldnt even exhist currently for Taskmaster to copy/anticipate. If he was allowed to use all his standard gear, Taskmaster would likely win.

The main problem for Tasky as i see it is that Shatterstar's weapon is on another level entirely. It's magic and, IIRC, capable of slicing off Sentinels' arms.
If Tony doesn't know that, it will be fatal for him.
