Hal seems to be better in combat then Surfer, and is able to create alot of damaging close range weapons with his ring; that and he's pretty good at tossing energy blasts to match Surfer.
But it all depends on how powered up his ring is when fighting Surfer though.
Energy asorption probably won't work either way..since both of them can do it fairly well.
Now...blocking the others source...should be easy to do. Hal creates a bubble around SS that prevents him from accessing cosmic energy (ala Strange) and then crushes the bubble ko'ing surfer.
These guys are pretty even for the most part. Could go either way.

lol, no way is Hal faster on the draw than Surfer.

GL constructs are weaker and more time limited than PC creations. PC is far more powerful and diverse. no running out of juice either.
Surfer just hits instantaneous hyperspace, and smashes Hal before Hal's neurons have even begun to crawl up their pathways in his brain.
and no, the ring's auto-defences wouldn't prevent anything. they're a bit poo, from what I've seen of the pounding superboy gave, as well as the x-overs of SS-GL.

The silver surfer is physically stronger and faster than hal. Energy IMO surfer is still better. IF it comes down to blasts the surfer still wins because he also has shields and is nigh invulnerable or he could simply encase him in a shell of ethel energy( the same material as his board) like he did to carnage. The can also phase(yes he can) and if push comes 2 shove pull out hals brain or something

simply put Surfer wins 10/10. the only reason I can see for him not winning is that he decides to fight stupid.
happily we have a few examples of him fighting smart (the T&A thing, the UniLord fight, when he beat Redshift and also fights with various other heralds, when he's really pissed off and determined).
Surfer's brain is trillions of times faster than Hal's, if we accept that Hal is human. Surfer's mind can also comprehend things that no 'mortal' mind could, since he is blessed with Cosmic Awareness, he has more powerful and more dynamic powers (PC > GL ring any day), he's far far far more durable and basically Hal can't do anything to him which he can't undo and throw back ten times harder in the blink of an eye.
seriously, when is Hal even going to get a chance to make a move?
first nano second the game's over, Surfer encases Hal in an Oan energy siphoning construct with poison gas inside it. the ring takes time to try and counteract the poison gas but as it is also being siphoned off, it quickly wears out and Hal dies. or Surfer just generates a blackhole in Hal's nose... but that's uncharacteristic ruthlessness on the part of The Surfer.
