I think the versatility of their powers isn't the deciding factor in this match.
anything - any thing - the GL can pull with the ring, Surfer can do with but a thought.
the ring is less powerful and has definite constraints and limitations on extended use. Power Cosmic is infinite and inexhaustible.
Surfer is a Cosmically Aware being of super-sentience, Hal/human GLs aren't... so Surfer should always be ahead of them mentally and in reaction times.
furthermore, Surfer has absorbed the Oan Central Battery, which though not cannon is the only reference point as far as the power cosmic versus Oan energies goes... Surfer could simply absorb, retune and refire Oan energies in such a way as to destroy Hal, imo.
Hal can counter the Surfer and has around the same type of abilities (phasing through object, blasts etc...) Except Surfer runs on power Hal with a full charged ring on will...I give this to Hal. Since he can drain energy from people and Surfer's power cosmic is his life energy too.
Surfer has drained other heralds, he's even created synthetic magic (Odinforce) enough to equal mjolnir (BRB's Stormbreaker).
there's proof that Surfer can absorb Oan Energy - the entirety of it!
and Surfer doesn't run out of power, it's the Power Cosmic, it's everywhere in the cosmos (unless specified - as in Sakaar).
Will isn't going to measure upto Surfer's levels of power... it's not as if the ring is powerful enough to overcome Power Cosmic, and it definitely will run out of power before Surfer does (he doesn't run out of power but ... ).

I mean that the Power Cosmic is everywhere, it's not as if he doesn't instantly replenish or increase his stores. he's a "cosmic battery"... and all battles take place in the +cosmos+.
Power Cosmic is life energy, I think. but regardless, it's established that Norrin Radd can existed even when stripped of the PC (by Galactus).
Im not sure about that I think the ring gives Hal similar things. In terms of reaction time he had no trouble capturing Zoom a guy who was stomping two flashes and who Superman had trouble getting hold of. As for stuff like cosmic awarness im not sure.....I would not be suprised I mean hell Hal has shown telepathy, phasing and literially created machines out of nothing.
Yeah well thats the thing the ring runs out of power eventually anyway thats probably one way in which the surfer could win.
Well the ring can autoreact which is as fast as Superman t high speed. It can autoprotect for certain attacks. Also the ring can detect weak spot, weaknesses, power types, abilities in no second. Halo can use this with his experience to overcome what Surfer throws at him. I doubt that Surfer could "switch off" the rings power so Hal has a great chance of beating Norrin.
It isn't canon, but Storm beat Wonder Woman in Marvel vs DC, it's the best reference point as to mutant weather witches vs Greek Pantheon empowered clay women. Likewise All Access as to symbiotes vs Kryptonians.

No he didn't. Quasar tried to drain him and no matter how much he siphoned off, the Silver Surfer still had more power. Quasar, one of the best energy drainers around, failed to drain the Surfer.
You are correct about the life force thing; the Power Cosmic is not embedded with Surfer's physical substance, but his soul.
And, BTW, Surfer takes this. Hal can hang with him for a while, but Surfer ultimately has much better physical stats and a larger power supply.

no way on (DC/Marvel) Earth should Storm a mediocre mutant, be hanging with, let alone beating, Wonder Woman. she's like a near peer to Superman and Storm beat her ...
