I doubt he was holding back his punches, as Frank knows exactly how super-durable Parker is -- used him as a meat shield against Cyborg Russian, even... because he knew Pete could take the beating and not die.
You don't need to fret, though. Punisher actually won that confrontation. With a grenade. Stole Parker's glove w/ the webshooter, too.

Yea he probably was not hitting him as hard as he can, again he said I don't want to hurt you. Spiderman maybe superhuman but hes not that tough. Punisher is a martial arts expert and could easily hurt a Spiderman that isn't even fighting back.

He did say that, but ended up hurting him pretty bad anyway. Punches were more of another warning than anything before the nade throw, imo. Parker wasn't smart enough to get that.
Anyway, I did not like those particular panels of SM no-selling Frank's strikes, either. But honestly? I wouldn't trust Rucka's Punisher to be able to hurt a meta of SM calibre. Rucka focused more on Frank's smarts than his athletic ability or his hth skill. Took him very long to recover from the fight with that new Vulture, for example. Other writers - like Fraction - would have had him recover much sooner.
There's a much better explanation why SM ignored those hits than Frank holding back, actually. He took a beating from a pretty pissed Parker right before that. SM, who made a solemn promise to himself in Slott's run about nobody dying around him/because of him/etc., wasn't really fond of Castle using his old webshooters in his private war against crime.

I'm looking for a scan of a wolverine fighting skill feat that I saw years ago online and I can't seem to find it again. Here's what I vaguely remember...
I think it was in a x-men comic late 90's. He dodged and/or got a hit on a teenage looking guy with long black hair?, and a cape maybe. I think the guy was a god or somehow knew all fighting styles?. It was supposed to be very impressive.
I found it on another respect or appreciation thread. Any and all help is appreciated!

Here's what else I could recall.
The guy is bragging about how superior he is and when the fight starts wolverine dodges and/or hits him, and I believe other x-men were there during this confrontation.
Unfortunately, it doesn't seem to be what you're looking for. It happened in the Iron Fist/Wolverine mini-series released in 2000 and there were no X-Men present. I couldn't think of anything else, though. Maybe try to remember more details?
