What effect?
If you mean the one for you, i duplicate the layer(background) then on the duplicated layer i select the portions i want ie..fire lightning etc....now i change the selected areas color ie...darker,change hue etc...now we have two layers and one of them is slightly different(the color change in certain areas)...i then animate it...when using photoshop...at the bottom of your tools is a button that opens up(or sitches to if its open) ImageReady...thats what i use to animate...if at this point you understand and have the appropriate program...it is just a matter of....making frames from layers, so we will have two layers(frames) in the animation bar...select the time for the frame to be seen i.e 0.2 on both frames....make sure it is under the size requirements and then save as optimized...name it...done

I did not make it, i found the animated gif online, and figured out how to put it on top of a background pic...thats all....i understand how they work, and i have made my own....its basicly several pics in sequence mostly repeated with a time delay...but you would have to have a good sequence of pictures to use....because it would look choppy and jump around.....i think they are made by people who can draw very good, i have made my own.....but its always from me finding pics that look good in sequence....these were made that way....hope i could help......
I have a question....do you use adobe photoshop? if yes i can walk you thru making your own, or even adding one allready made into a background pic for a sig...but it would have to be thru photoshop and imageready...if you have them....i would be glad to help

Ok a sig for Guy...i made this for him at another site...and the limits are much higher than here, so it might loose quality as i had to lower the file size...here you go....
