No, they have to be in at least 10 issues.

Though I think that should possibly be "use their powers in at least 10 issues" ... because sometimes they are just spotted in the background or get a single panel reference while doing nothing.

In that case, Leo's Savitar had 6 issues only+indirect references off-panelsmile) Last tourney wasn't that strict about allowances, and I was sure of at least 6 appearances required.
Though that's not about my "basic" characters, the one in question is replaceable, and others have at least 16 issues of appearances.

No, of course not. That's a ludicrous way to interpret my comments. My initial comments were in the interest of keeping things fair, and that's all this is. I've gone out of my way in past tourneys, as a participant, host, and judge, to ensure that matches aren't biased my relationships between participant and judge, even if it meant doing something like removing myself as a judge or rearranging judge schedules to avoid potential hazards.
