Well to be fair, if we are allowing Wanda at this time. Than Jean as Phoenix should be allowed as well. In that case.

1 - HoM Wanda
2 - Marquis of Death
3 - Mad James Jaspers
4 - Jean (White Phoenix)
5 - Adult Franklin Richards
6 - Beyonder (Mutant Inhuman)
7 - True Legion (David Haller)
8 - Jamie Bradock
9 - Proteus
10 - Jonathan Richards, David Richards, or Hope Summers....a case can be made for any of these 3 to occupy the 10th spot.

I wouldn't. Marquis did more on panel, while MJJ entire argument is sold on potential. But to each its own.
