Nobody can look like Christopher Reeve cuz he's a legend in his own right lol 
But yeah, I'd say Routh looks much more like Reeve. Esp. when he was Clark Kent. He even had a lot of the mannerisms Reeve incorporated into his Clark.
Welling doesn't look like Reeve at all, apart from his height.

Tom Welling has the look of a young Superman. But Brandon Routh has a closer resemblence to Christopher Reeve, who's look is definitive as Superman.
