You can buy a flamethrower, sure, but Galder is talking of a so-called 'Device', which is actuully a type of Schtick for Bounty Hunter type characters. Things like mini jet packs and arm-mounted flamers.
Devices require extreme technological competence to build, and often cybersurgeons as well, and hence are one of the few thinfgs outide of Ak's purview. The general rule is, though, that Jedi characters never get devices, in the same way that Bounty Hunters etc. never get Force powers.

Oh geez, so obviously these rumors conflict with each other and we're not sure which ones are true. The first makes it out to be a weapon or a power. The second makes it out to be an individual that appeared human but wasn't. The third makes it out to be a group that wrote their teachings down.
