It's hard to gage. CA was all over the place. Sometimes he could bring it to Superman, Hal Jordan, Firestorm etc. Then Sometimes he just seemed meh. one shotted by wonder woman when she wasn't even trying. On the high end, Few could beat CA, but on the average, I'd say the eternal would win. Telepathy, Matter manip, thier uber durability, strength etc seem out of his normal league.
