The Mods are the Forum Leaders and so take care of discipline and other similar matters that fall under their remit even when Raz is around...
If you mean who is administering the boards i.e. making new forums or code adjustments...then noone thats what Raz does and only he does it.
To my knowledge none of the mods take a "first amongst equals" role and so in Raz's absence the collective Mod-body is "in charge" whatever you mean by that.
Ofcourse should all the Mods suddenly become inactive authority over the boards would fall to Lord_XYZ....for the shits and giggles.
