Point is, despite them being Omnipotent, there is stll only ONE REAL omnipotent being. He is the writer, and Mandrakk with Superman represent that. Mandrakk is the Concept of Evil and Superman is the Concept of Good. His story+ca+other things>Mandrakk

Spectre isn't equal to the presence.

Actually, the Spectre passes judgment to all beings in DC. He is the RIGHT hand of god. He does gods will. If god wants vengeance to someone, Spectre enacts it. Yet, when Presense demanded vengeance on AM, he couldn't deliver.

What don't you get about Spectre not being equal to the presence. The Spectre is only his wrath and isn't even close to the presence in terms of intelligence, power, etc.

The Spectre was amped by outside forces and also couldn't kill the Am as he would have destroyed the heroes who he was leeching his power off of at the time.
