Yes, now we're on the same track. There might be aspects of the writers in the comics, and they should be all rights be omnipotent. If there are displayed limits, it is because they choose it.

Point is, despite them being Omnipotent, there is stll only ONE REAL omnipotent being. He is the writer, and Mandrakk with Superman represent that. Mandrakk is the Concept of Evil and Superman is the Concept of Good. His story+ca+other things>Mandrakk
Spectre isn't equal to the presence.

What don't you get about Spectre not being equal to the presence. The Spectre is only his wrath and isn't even close to the presence in terms of intelligence, power, etc.
The Spectre was amped by outside forces and also couldn't kill the Am as he would have destroyed the heroes who he was leeching his power off of at the time.
