Classic Black Alice (she's been depowered) could beat Dr. Fate. Dr. Strange is continually shown to be good at power leaching for that strategy to work.

Actually, most of the time, Dr. Fate can be beaten by anyone who can manipulate something like toxic gas; for some reason, he doesn't have any defense against that, in most incarnations.

At his most powerful, though, he's Nabu.... sooo, yeah.
