Why don't you back this up with Cable's h2h feats? Because Bucky is badass h2h.
Cable was easily handled by Steve back in the day...

No, i didn't read many comics with WS.
From the other hand i did read many Cable comics and didn't saw many great h2h feats there (as he doesn't usually go h2h at all), so i have no base to think Cable getting majority.

So you have nothing to gauge WS's h2h abilities but you have some Cable h2h feats and you go for the guy who is practically featless to you?

Bucky is CA now, his job is to go h2h. Meanwhile nathan simly isn't in good enough form to do like before.

Yes on subject. The OP said Winter Soldier not Bucky or Captain America. Yes they are all the same person but different versions of them. Unless Ms. Sin says otherwise I believe she is talking only about WS and only WS feats, anything after that doesn't apply. Just because its your job to go h2h doesn't mean you are better than someone who doesn't always go h2h.
