It was a story called " Flowers for Rhino " where he decides that if he can't get his costume off, he'd settle for being smarter. That led to a operation where they drilled into his head.

The book is called Venom deathtrap: the vault. Venom breaks free and takes over the vault. Rhino and Armadel..whatever his name is they and other villains work for him at first but then betray him.
