And if the Berserker armor is bullet proof, or if Guts is using it. If the armor is bullet-proof and he is using it, Frank is probably screwed.
if he's not using it, a head shot or shooting out Guts's hands is the best method for Frank. He can't do shit to him in CQC. He's probably more skilled than Guts, but Guts has a signifigant strength, durability and damage soak edge. And most of Gut's body is covered in that armor, so he can't even knife him. During his match with Serpico, Serpico couldn't actually do any damage to Guts on the armored parts of his body.
New York plays to Frank being able to sneak around and get a shot off. If they know they're in a fight, and Guts has at least some idea of Frank being armed with guns due to basic info, then it could be tough.
Guts's homeland? He doesn't have one. Do you mean Midland? Where in midland? That whole countryside is pretty varied.

well, honestly, this is a mismatch. man with guns versus primitive with a huge sword. Guts has shown ability to dodge and block arrows but bullets>arrows. in this scenario, the only thing going for guts is the surprise element of his hidden canon and the fact that he has a repeater crossbow.
if the armor is bulletproof then punisher is screwed because kevlar does squat against a 7foot sword the weilder has used to cleave armored horsemen and their horses in half.
if its h2h, then Frank has an advantage in terms of fighting knowledge but Guts' is about the only guy i know whose damage soak is more than Frank's. that and the fact that Guts has shown insane arm strength (he even shattered Serpico's sword with his barehands) and then there is the fact that guts' left hand is an iron one.
