The police have to state that you're not signing as an admittance of fault, just that you're verify you were cited and agree to appear in court for said citation.
If you refuse to sign, the police can arrest you, or he/she could be lenient and just write "refused to sign" and hand you the ticket.

Alot of police do have backgrounds in the armed forces...which I don't think is a good thing since they are more prone to act quickly and end up situations such as these. Although that hard headed lady just made things worse.
i dont think so.... i have military training and plan to be a cop,. i have never acted inappropriately while on security duty on base in the states or overseas. if any thing i make sure i responded by the oppropriate threat lvl and never spoke inappropriately to the detainee. you have to undrestand military ppl are trained to show respect due to the ppl on base and their possible rank.
although their are those who do not but that is not how we are trained, those who act inappropriately are just bad apples and are usually caught when they are reported by an officer or staff Nco.
