It's much easier for Surfer to control Doomsday than it is for Superman. With absolute control over things like gravity or earth, it wouldn't be very difficult to keep Doomsday from reaching him.

Does that mean that Current DD, IYO, is more powerful than H/P DD?

We don't know if it took 12 though.

All we know is that 12 beat him very soundly and in a short time. It's hard to tell how 5 or 10 would've performed.
