That is when the entity Starheart was in control but when he vanished and the magic was loose in the Universe nothing happened..
Right thats what im saying, there is no one in control of the starhearth magic so at this point there is no danger (in-active). It goes with the sealed magic, it could had been easier to seal since the magic lied dormant.. See this here is a problem with ambiqous feat, it can lead to alot of speculation.
To be honest. I am uncertain, I don’t think we where given a clear answer. After the restoration of the Central Battery, the only change in Kyle’s ring was that it will return to its user, and more energy reserve.
Your assuming nothing happened because the Starheart entity got up and left. Truth be told, the Starheart entity left to recover from his fight with Alan (referenced in Heart of Darkness). However the only explanation we have, as to why the universe did not fall into total cataclysm following the rapture of the Starheart. Well its Torque explaining that he sealed a portion of it. You have to keep in mind, that the universe was already falling into cataclysm with just spills of the Starheart.
My gut says the Surfer feat is just that little bit more impressive. The impression i was getting was that Torquemada had used magic to imprison magic, but on the other hand, the surfer used the power cosmic to directly affect magic. that to me is the difference between the two feats, even if Torquemada did a somewhat bigger job.
No need to take my word for it. Supposedly Kyle’s ring is built with less imperfections, from the rest of the corps. The only changes sans the empowering of the Central Battery. Where the modifications mentioned earlier. Improvements to his existing ring, but this is DC and like Marvel. Writers can ignore these changes.

Planetary Matter Manipulation.
Planet OA, is completely reconstructed to its former glory. That is a massive matter manipulation feat, because it not just mass teraforming taking place. But celestial technology (from the Guardian’s ) and life (at least planet life) is completely restored.

Ok heres another set of challenges for GLs
HEre Surfer extinguishes Medusas spark of life (he is in the process but stops before she is totally dead). I think this is basically lifeforce absorption.

OnedumbGo isnt the only one who ive seen argue that (though yes he did make a compelling argument). Anyhow im not pressing that since im not an expert on the issue. I believe the surfer feat is good enough to meet the challenge regardless.

The kyle feat doesnt match the surfer feat at all though. First of all it was a shared feat with six characters and not only that they were not shown to complete the absorption, All that we see there is them beginning the absorption. We dont even know how much of the energy they absorbed in total nor do we know how much they absorbed individually which would be relevant in regards to kyle.
Also for the Alan feat, did the location have anything to do with the performance of the feat? what issue did it happen in?

Okay as an answer to this challenge here a weakened Surfer challenges the energies of the Big crunch (energies which Galactus himself cannot handle for long). (Not exactly in the same vein but overall as an energy manip feat it definitely meets the challenge)
I don’t think this challenge is being contested properly. On one hand you have a character that creates a cosmic event in the form of a massive Quasar that feeds off the Dark Matter that binds all of reality. Channeling some of the crunch, though impressive seems off in regards to this specific challenge.
If Kyles feat, is too ambiguous to judge. The challenge should be rearranged more like so.
Challenge
Green Lantern
Pending Challenges that need to be met by a Herald.
^^ This seems more fitting, since energy is being manipulated to effect the universe.

They are on The Astral Boundary. I don’t know if location has anything to do with it. Like I mentioned earlier I am not a Green Lantern specialist. I don’t keep track of Alan, Hal , or most of the Pri-Crisis stuff. I can awanser just about anything related to the current GL era and Kyle Rayner.
