For me it's a tossup between Conroy & Bale but I'm going to have to vote Bale for the simple fact that he nailed all aspects of the character, especially with Bruce Wayne, something I think past actors failed to do fully.

Bale would be the second greatest Batman (#1 still Conroy for me) if it weren't for that voice. It's not bad but it's not necessary. If he talked more normal, he would nail the character perfect and would be the best batman in live-action. Not even Keaton would match him!
