batman with surfer's powers vs batman with superman's powers
just as the title states, batman is faced by his complete mirror image in skill, knowledge, and experience (assume he knows everything about the surfer) just empowered by the silver surfer's power against his superman powers.
only stipulations are that batman's mind(s) are in full control of said power sets and none of the minds of the aforementioned characters, so willpower feats belonging to either kal-el or norrin radd are inapplicable to bruce wayne, but wayne's willpower feats (and such) are good to go.
the second and more important is that neither are in their native universes' (but their powers work normally). this is to prevent someone claiming either of them can go and grab the ultimate nullifier or phantom zone projector mid fight at lightspeed.
they start the fight in an abandoned manhattan (neutral universe) and the fight can spill out anywhere within that universe.
The batsurfer drags superman to a red sun environment... Creates a mini red sun... Or creates any version of kryptonite he feels is necessary on the spot to immediately disable the other bats. Bat surfer imo would be on par with or greater than doom surfer...
Superman has strength/speed/energy projection comparable to surfer. Fighting ability and intelligence and willpower being equal... Surfer also has reality and time based powers. And telepathy...

Superman already makes fairly creative use of his closed powerset. Batman could, no doubt, take it somewhat further. Surfer, with his open powerset, mostly blasts things, occasionally doing something exotic. Batman has a helluva lot more to work with.
I think the Silver Bat takes this.

This fight pans out the same way all the other superman vs. surfer fights do.
Surfer's wider powerset, plus lack of any exploitable weaknesses gives him the edge here, especially since the "lack of killer instinct" argument is null and void due to the batman thing.
Superman has strength and speed on par with surfer, but lacks the ability to cross dimensions, intangibility, cosmic awareness, size manipulation, energy manipulation, matter manipulation etc etc that come with the power cosmic.
Surfer has the ability to go submicroscopic and ruin superman's day from inside his body, saturating every cell with red solar or kryptonite energy to weaken him, then tear him apart with sheer force. Pretty much impossible to defend against with superman's powerset.
