His standard is WAY higher than Hawkeye's. He is a member of the JLA.
He has fought against every type of villain known, from street level to world dominating to cosmic level.

both have crazy accuracy feats an speed feats

I agree with the concensus, Bullseye ought to be able to take him, while Clint would likely lose. On the forums of course, in a comics Ollie takes both.
