For starters bullseye and clint barton.

taskmaster could also be ranked above him .

Paladin who are as good or better then him.

Definitely Bullseye. The only three people who might be able to match him for marksmanship are Lady Bullseye, Echo, and Taskmaster. The guy can kill a fly in a dark, smoke filled room with a paperclip and rubber band.
