Standard rules or whatever. Phantom Limb is from before Season 3 so he still has all his parts. In case you don't watch the Venture Bros., here is a quick bio/stats.

Real Name: Professor Hamilton G. Fantomos
Alias: Revenge, Sovereign
Occupation: Unlicensed supervillain
Former Occupations: Supervillain and book keeper. Professor of Super Science.
Group affiliation: Fantamos family, Revenge Society, Guild of Calamitous Intent (former), Shadowmen (former leader), State University College of Science.
Relatives: Fantomas (grandfather, original guild member), several other Fantomos costumed adventurers going by the name "Fantomas".
Powers: Born with a physical deformity requiring him to use prosthetics on his arms and legs, Fantamos built a muscle growth accelerator with funding from the Guild but there was an accident when he subjected himself to it with the help of Billy Whalen. He was given super strength and his limbs developed fully but were rendered invisible along with his genitals. His invisible parts are indestructible but are capable of being ripped off his torso. Their blood vessels become briefly visible when hit with weapons or when conducting his "death grip". Limb's death grip allows him to channel energy through his invisible limbs, rendering the victim instantly unconscious or dead. Objects held by the victim can conduct this power and the only person shown to be capable of resisting his powers is the current Guild Sovereign, David Bowie.
Skills and paraphernalia: Despite a recent bout of insanity, Phantom Limb is a cultured, if not boring genius in many fields ranging from science to art. He is a very capable fighter, at least on par with Brock Samson. Limb has used various fire arms, a freeze gun, a backpack helicopter, and a net cannon in the past. Prior to becoming a high ranking Guild operative, Limb drove a Honda Accord with a ghost on the hood. After losing an arm, both legs, and his penis during an attempted he mutiny, he now uses prosthetics. He is also shown to be skilled at throwing shoes and pieces of toast as offensive weapons.
