I've actually seen Hal duplicate himself multiple times. Or was that Hal or another GL? As far as gaining Superman's powers you may be right. I've heard someone talk about it a long time ago saying that he has Kryptonian dna info in his ring and can grant himself with their powers.
The reason I said maybe is because I've only seen Hal do it once in his career. So it might go against CIS to do so here. IDK.

surfer can fly without his board... iirc when he was stranded on earth thats how he got off... the block was on the board leaving earth not the surfer so he just up and flew without it away from earth.
...and LOL@ anyone who thinks any Lantern (even Hal) can beat or even split against a serious non-holding back Superman.

Surfer doesn't need to weakned Superman to be him, he could simply beat him down. He has litterly everything at his disposal including the ability to power up physically if need be. Superman fans, stop your shared dream.
Have you all ever once thought about how Superman is powered by yellow sun rays and Surfer is powered by the cosmos itself which includes billions of stars among other massive energy sources?
