I'd vote he gets to come back. An rather than three months I'd say three to four weeks....

After all the time I've been there the only person I've ever thought deserving of a permanent banned was that guy who kept posting gifs of masturbating cartoon lions

You do not ban-dodge and still get a right to use the forum, nobody does. I don't think a ban has ever been lifted.
