Penguin messes him up.
Copplepot is capable of fighting pretty well, even if low-end for a bat foe, and his weaponry tends to be better (sure, umbrella flamethrower for Turner D, but that's his only special umbrella).
If Penguin could call in connections, it'd be a stomp.
