I wouldn't be so sure. In 'For the Man Who Has Everything' PC Superman showed that when he goes all out and gets mad (you know, how Prime is all the freaking time) he could seriously mess Mongul up. Mongul was stronger than Superman but not to the point that Superman couldn't close the gap with his rage and speed in FTMWHE. Superman blitzed him before he could raise a defense and his heat vision burned a deep scar in Mongul's chest and caused him great pain.
I'd say Prime takes it 6/10.
