Kara 8/10, for now anyway.
Cassie doesn't have enough feats. She was a match for Match (lol), destroying mortal Hercules in brief scuffles, and was catching airplanes before her upgrade, but she's been suffering from severe downplaying at the moment so that she can look like a rookie leader and have internal conflict for the plot ever since she became the head Titan.
She's shown to be fast enough to tag Kara before, and her new lasso is basically an instant BFR tool as much as far as any of us can tell. I'd give Cassandra a lucky 2/10 based on stats alone.
