Reminds me: remember that one time when the wizards were given 30 minues of prep and I thought of a way to give the wizards enough "turns" to go back super far in time with a summoning of a dremel tool or one of those industrial edging tools?

My OP says 30 minutes prep for each side. More than enough time to employ time turners.

To actually be serious ... you're right. They wouldn't be able to go back in time to kill people or babies because it would require them to know how far back to go (which we don't) and to know exactly where it is (they don't.)
The Time-Turner was a device capable of time travel. The Time-Turner resembled an hourglass on a necklace. The number of times one turns the hourglass corresponds to the number of hours one travels back in time. It is extremely important that the user of a Time-Turner not be seen by past or future versions of themselves unless, of course, said versions are aware of their usage of a Time-Turner. A possible scenario is a wizard/witch killing their past or future selves by mistake.
Just because Hermione only traveled back a few hours doesn't mean she can't travel back days, weeks, months or years.
But screen feats is what counts, so yes, a few hours is technically correct.
