how does dardevil win without pis?
bulls eye threw a tooth pick through the ring of a grenade while it was thrown.
threw a knife threw the barell of a gun
killed some one with a snot

His acuraccy drops significantly when dealing with metahumans. They taunt him for it all the time. He is only flawless when compared to regular humans. DD has the 360 degrees perfect radar sense, is a bullet timer and has mad skills. These let him cope with bullseye's aim and omniweaponizing gimmick.

Because they are too fast and or have sensorial enhacements/skills that allow them to doge him. They are harder prey to kill and he can't reach 100% acuraccy when dealing with them. His skills are not absolute, he can kill any regular human soldier because he is so much better than they are, but he is not good enough to take down metas with the same ease.

I don't think that he means BE's accuracy acually drops-just that he has a lot more trouble hitting people with superhuman speed and agility.

Yes, it's not that bullseye gets worse, it's just that he isn't good enough to take them down with the same ease.
