I think this ends up being a struggle between Jenny, Rachel, Stardust, and Zatanna.

Standard Rachel can't really compete here and Zatanna probably can't handle the energy output of these other two. I'd give it to Jenny over Stardust, but that just might be me.

I was thinking Herald Lvl Rachel. And talisman is more powerful than Rachel.
