Maelstrom was almighty because of his status as the Anomaly.
Although Quasar stalemated the Anomaly in the realm the Anomaly is supposed to protect.
Although un-amped Maelstrom choked the great Anomaly to death, and replaced it like child's play.
But wait, Maelstrom later acquired other powers.
Oh yea that's right, he gained Eon's cosmic consciousness
lots of good it did Eon when he was murdered by Maelstrom.
(of course the IG doesn't give any awareness, so this probably was the reason)
Wait, he also possessed Quasar's Star busting Quantum Bands.
Although Maelstrom himself admitted Thanos was more powerful than he while having them.
But what about Maelstrom's own inherent power?
(you mean compared to conceptual entities?)
Finally,
we know Oblivion was above Maelstrom, since Maelstrom was his b*tch.
We also know that the now amped Maelstrom even backed by Oblivion
was stalemated by an Infinity amped Quasar.

AHHH!!! ... Maelstrom was gonna affect the universe.
He couldn't even do that directly and needed a long lasting stipulation which never crystallized, meanwhile Thanos in move stomped and replaced the core of the Omniverse, the entity that kills/makes entire UniverseS all day, every day, who can re-birth all UniverseS, period.
But since RTK I'm sure can defeat Quasar, who stalemated the Anomaly who made Maelstrom supposedly beyond the IG's reach.
I'm going with RTK ftw.
