You mean Ultron who overcame one of the most technologically advanced races in the galaxy by sheer will? What has Brainiac controlled with technopathy to make him a competitor?
unlike ultron, brainiac has no really physical form, like when superman first encountered him, Brainiac possessed the mind of Milton Fine. Each time Brainiac has arrived, it's been through a different body, sometimes organic, sometimes robotic. like supergirl stated to clark on new Krypton, all their previous encounters with brainiac were all basically his probes, she tells him that he's never actually met Brainiac and that no one has.
I do no about ultron, probably not as much as you, but enough to no that his not in the same class as someone like Cyb superman. were as ultron is basically just programing were as CS n Brainiac have a conscious

Ultron became self aware and began reproducing other AI's. He built Jocasta as a mate. He's not just some simple programing.
Yeah he did. They tried to force him to submit to them only to have him force them to submit to his will. He transformed them and moved them towards autonomy rather than hive. The High Evolutionary was astonished that Ultron sentience merged with the Phalanx through just sheer will despite the Phalanx's superior technology. Ultron is behind Cyborg Superman mostly because of speed and strength. Ultron is senitent since his very showing, his mind was created just as Vision's who's also senitent.
