Flash is a seasoned athlete. IMO that outweighs a bodybuilder in terms of fight capability.
And Flash has military training and is war hero because of his skill and bravery. Brock is a big whiner.

Brock has lots of fighting experience as Venom, that's going to outweigh Flash's military experience in a h/h fight.
