I'd say banner the time he spends on the run from the gov't for being hulk helps him a lot in this. His combat xp for human form should be at the least higher than Batson.
Billy can control where the bolt flies? I never knew that?

And that, my friend, is just the beginning. Banner take them down both without any trouble, and hell, he's able to survive some times against Sentry and Captain Marvel, again, in his Banner form, with that tech.
Bruce wins easily if he gets his tech....which means he shouldn't get it.
If it's no tech or anything....Billy wins. He's still like 10 years old, Banner and Bob aren't gonna hit a kid....then he smashes both of them in their kiwis, and stomps them out until they stop moving.
Banner can be ruthless besides in this fight I think its a non issue smacking a kid. Anyways even without tech Banner is still the one who does the most physical stuff IMO just because he was on the run from the govt and he does the most combat in his human form of that list. Given it isn't much hand to hand but he still has the most experience at fighting at human level.
