TMNT vs Ra's Al Ghul

Ra's has had Splinter kidnapped. On top of that, he's planning on poisoning the water supply in New York in order to " Remake " the citizens of the city, then, of course, the world. He has the League of Assasins invading the city and it's the TMNT's job to take him out. Casey Jones and April are with them in this battle. Do the TMNT get the job done?

Do they get any prep time for Donatello to work his magic, or is this just a tactical strike to stop Ra's?

They have prep time, but they're in a hurry. the city is in chaos.

So basically the Turtles and Co. take the place of Batman in the plot of Batman Begins, only it's comic Ra's rather than movie Ra's?

Assuming it's also the comic Turtles and Co., I'd roll with them pulling it out.

Figure of speech. Like an abridged way of saying "Give Donatello time to use his technological skills and make something that will help in the fight". Donatello's an inventive genius. He's like MacGuyver if MacGuyver was a turtle, lived in a sewer, new karate, and used primarily scraps from junkyards and the sewers to invent advanced technology.

Seeing as Donatello can cook up counter-measures just in the nick of time, I bet he can come up with something to counter all of Ra's plans.

The others will work as a distraction, with Leonardo providing the strategem.

Ra's has the League of Assassins with him? And Casey and April are with the TMNT?

Imo, April and Casey are liabilities to the TMNT.
And these two would be the first targets for Ra's and the Assassins.
