Because current juggs seems severely depowered?
And in number two I seem to recall an editorial before that showed hulk writers thought savage hulk the strongest while the rest of marvel writers put jugs above hulk...
Course I'll say hulk in one and jugs in 2-4

... Are we talking strength contest or durability?

well then it depends how long the pushing contest last and if their is a line drawn..
initially the 1st one Jugg might win from the 1st few seconds but if the line is not drawn and it is simply meant to overpower the other indefinitely i guess Joe would eventually overpower jug in the 1st few seconds or minutes.
Meh like all things it depends. If Juggs does what he usually does via CIS against most bricks and holds them until they give a little and he's measured their max strength then he loses. That said. Starting from baselines Juggs takes 2-4 if he's not messing around. The minute he decides to play with Hulk however all bets are off as Hulk just might be able to amp enough to beat him in the respective matchups. All except for Savage IMO due to the whole inhibitor issue that always plagued him.
Is there a time limit/distance for the push in this fight because the longer it goes on the better Hulk's chances get though it could take years. Longterm Hulk wins no matter what. if its just who takes a step back first then all Juggs but current win.
