That really is an open question: their powers are so different, it's hard to cross-quantify (let alone qualify) how well one would operate against the other. Raven ultimately has greater versatility, Mags is more ruthless when push comes to shove (barring "I'm possessed by Satan"-Raven).
I'd say it really boils down to who can act properly against who first. Mags defenses, while powerful, might be gotten around by Raven's mystical powers; conversly, Mags can bring a lot of power to the situation, and even one solid connect with Raven means she's down.
Contextually, I'd say it's a split. Whoever can defend/evade best while getting the drop on the other wins.
