Ordinarily, I'd say Loki. He's crafty and his magic is nothing to sneeze at. Plus the fact that magic trumps science in comics.

HOWEVER, this is Kang we are talking about. It's not science with him, it's more like "super science". Give this man time to plan and I'd say he takes it 6/10.

Loki can get some wins in but I'd give the majority to Kang.
