Cables spear > Webbing, but Pete wins by sheer physicality, he's faster and much much stronger, when alls said and done, without tp or tk Cable - although peak, and extremely capable and a tactical genius - physicaly is just a man. And pete..he's a Spider-man!
Cable being an expert marksman helps him keep Pete at bay, but pete just needs one good opening to oneshot.
Cable isnt just a man in strength nor durability he is above peak in those aspects of his attributes to superhuman.
if by standard gear includes his future weapons and shoulder rail system.. Cable would eat the spider alive but as he is written now he doesnt carry as many advance weapons as he did in the 90's.
a lot of that has to do with his character developement. He originally was not a telepaths or had TK at all. He simply had some moderrate superhuman strength and future tech. Then they change him into the telepath we know and love.
