When Hal died he did go to Purgatory and Spectre said his soul was "stained", so yeah, I imagine the Penance Stare would count the actions of Parallax against Hal.

Did you see the latest issue? Her strength went up again.

She went from being pwned by the Amazons possessed by her villains, to pwning them.

She also took out some underworld spirit critters with the lasso.
