I would think Black'd win in telepathy, in TK he's shown more precision but she can hang in power so it's hard to tell, TP and TK I'm not sure, and all powers she will win. Her psychics to block his until physical comes into play for pretty much a sure win.

Maxima did manage to beat Milton Fine Brainiac in Panic in the Sky, for what that's worth.

And Milton was strong enough to KO Superman on sheer mental strength.
